Early intervention under 3: Alliance for Infants and Toddlers (birth–3), then a city/county-split preschool system (3–5)
The Alliance for Infants and Toddlers has served as Allegheny County's Early Intervention Service Coordination Agency for children birth to 3 since 1996, covering the whole county from one intake line. At age 3, responsibility splits by residence: a child who lives inside the City of Pittsburgh moves to Pittsburgh Public Schools' own Early Intervention Program, run out of the district's Early Childhood Education department, while a child anywhere else in Allegheny County moves to the Allegheny Intermediate Unit's Preschool Early Intervention Program, which served over 4,000 children across 500 sites in the 2024–25 school year. Eligibility for either preschool program requires a 25% developmental delay in one or more areas plus a need for specially designed instruction — not a medical diagnosis. At school age, responsibility shifts again, to the local school district.
