Baltimore's Infants and Toddlers Program is the city's arm of Maryland's free early intervention system for under-threes, covering special instruction, speech-language and occupational therapy, audiology, psychology, case management and family education. No diagnosis is required — atypical development or a 25 per cent delay each qualify — and visits happen at home, locally, or virtually.
